Also do the same for:
HKEY_CURRENT_USER\Software\Classes\http\shell\open\command
HKEY_CURRENT_USER\Software\Classes\https\shell\open\command

Changing only the HKCR entries did not work for me until I also changed the HKCU entries. BTW, I used procmon to analyze what Notes was doing. Love that tool sometimes.
